Course Description: The Health Commissioner University (HCU) course provides fundamental public health knowledge of current practices as a health commissioner.  The course is designed for Health Commissioners (HC), deputy health commissioners, or senior health district leadership.  The course includes topics such as the legislative process in Ohio, fiscal obligations and responsibilities, common ethical issues, and open records and meeting laws for Ohio.


Audience: This course is intended for new health commissioners, deputy health commissioners, or senior health district leadership.
Prerequisites: Leadership Essentials for Health District Success (suggested)
Level: Intermediate

2. Identify the role of the Local Public Health Services Collaborative, LLC.
3. Identify the role of the various public health organizations.
4. Identify and compare the several types of local health districts (LHDs) in Ohio.
5. Identify role of health commissioner and Board of Health in issuing quarantine and isolation orders.
6. Identify the open records and meeting laws for Ohio.
7. Identify the legislative process in Ohio.
8. Identify the fiscal obligations and responsibilities of the Board of Health.
9. Identify the obligations of the Board of Health Secretary (Health Commissioner).
10. Recognize the importance of BOH leadership and identify strategies to strengthen a local Board of Health.
11. Identify funding sources for Local Health Districts.
12. Identify common personnel issues.
13. Identify common ethical issues for public health and public employees.
14. Identify PHAB Accreditation for Ohio.
15. Identify the strategies for managing PHEP activities.

This activity has been planned and implemented in accordance with the accreditation requirements and policies of the Accreditation Council for Continuing Medical Education (ACCME) through the joint providership of the University of Cincinnati and the Association of Ohio Health Commissioners (AOHC). The University of Cincinnati designates this live activity for a maximum of 15.50 AMA PRA Category 1 Credits™.  Physicians should claim only the credit commensurate with the extent of their participation in the activity.
